When I first started reading blogs, and then started my own, I did not know there were do's and don'ts. Of course it makes sense now, but I had to learn by reading other people's blogs. I learned that if you visit a blog it is rude to "lurk" and you should leave a comment ( just learned that ). If someone lists your blog on their blog you should return the favor? (unclear about that one). If someone visits your blog and leaves a comment, then you should visit theirs and leave a comment as well. Have a missed any, if so please post them in the comment section! I list everyone who comments on my blog roll, but I don't think that is necessarily the norm. I do it because I like to follow up with people who take the time to read my blog.
Does that make sense? I do take people off if they don't post for 4 weeks. I figure they are quitting at that point.
I list people who comment but like Mrs. Newlywed said this may not be the norm. I sometimes don't comment the first few times because I can be a bit shy:-)

I see that you and I have something in common-9/11 wedding anniversary. I like to think of it as a day that I remember people that I knew who were lost that day. I try to remember them with the happiness and joy they brought to their friends and families.
I am new to blogging- perhaps a blog etiquette book is called for.
Hi, I definitely agree with the lurking thing...it's polite to let someone know if you stopped by (why I'm commenting!), especially if you plan to it regularly.
I personally don't list everyone who comments, but I have a running list of the ones that I check back on...
I'm with you: It's all a little confusing.
I love people to stop by and say hi, but I'm ok with what people call lurking. Sometimes I just don't have the energy to cough up a comment when I'm reading blogs. And sometimes I really disagree with what I read or think it's sort of stupid, and so I don't comment then either. What I think is really wrong is saying something unkind on someone's blog. I believe in speaking one's mind but when you visit a blog, you're a guest. If you don't have anything nice to say, don't say anything.

I wish that everyone who was interested enough to read would comment, but I can see that most people do not comment. I think some people are serial lurkers! It's okay, though.
I do feel obliged to add to my blogroll others who have added me to their blogroll. Bunny taught me that!
I seriously HATE putting anything political on my blog, but oh, well. I want to edit it and remove a couple of comments that are partial to one side, but when I tried that it made the whole post gargantuan size! Arrrgh! I'll prob end up deleting it!
